The New York State Permit for People with Disabilities is a blue or red plastic hangtag that hangs from the rearview mirror. This permit allows you to park in spaces that are reserved for people with disabilities in off-street lots such as shopping malls. This permit is valid throughout the United States and Canada.

Vehicle license plate with the International Symbol of Access can be obtained at a Department of Motor Vehicles (DMV) office. It provides the same parking privileges as the hangtag.

If you need on-street parking within NYC, visit the City Parking Permit for People with Disabilities page.

Please note that Department of Transportation (DOT) Permits and Customer Service Representatives are only available by phone. The office is closed to the public for in-person assistance until further notice.

To apply for the permit, complete the DMV application and include a copy of a valid NYS Driver's License, NYS Non-Driver's Identification Card, or NYC Municipal Identification Card (IDNYC).

Out-of-State Permits and Meter Waivers

Disability parking permits from outside of New York State aren’t honored for on-street parking in New York City.

Metered parking waivers from municipalities other than NYC are also not honored.

Tickets and Tows

The New York State Permit for People with Disabilities allows you to park in spaces that are reserved for people with disabilities in off-street lots such as shopping malls.

If you were towed within an off-street parking lot, such as a shopping mall, contact the parking facility management.

If your vehicle was towed from a on-street parking spot, go to the Towed Vehicle Reclaim from NYPD page.
